2014 Oct 22nd - Q41

Few days back, Scouting Magazine published an article on their site, which was a tribute to a person who, in 1980, brought about a complete overhaul of the official scouting uniforms. Done for the first time in sixty years for the Boy Scouts, this uniform change resulted in a new subdued clour scheme, an easy-care fabric of cotton and polyester, and olive khaki shorts and shirts. This uniform was recently updated in 2008. Who was this tribute to?
